Data retrieval for a local Historical Society

So I'm now retired, and immediately got myself involved in the local historical society. They are in possession of a lot of photos and other archival materials, which are in desperate need of sorting and cataloging. I've just written a grant to the Missouri State Genealogical Association to purchase archival quality storage. We want to digitize (down the road; right now we just need to sort and store properly). Does anyone know of a free or very inexpensive cataloging data base suitable for a very small town Historical Society? (One that has 0 budget at this time)

Is ATOM ('Access to Memory'), https://www.accesstomemory.org, free? It's certainly an open-source, international standards-based, multi-lingual, web-based archive cataloguing package, used by many archives large and small, from national institutions to community organisations.

A site that may be useful is AlternativeTo. If you find or know of commercial/proprietary software that does what you need, check AlternativeTo to see if there's FOSS that suits you.

ArchivesSpaces is also a very popular free and opensource option. But both ArchivesSpace and ATOM require installation and hosting to be resourced, that may be out of reach to a voluntary local history group.
