That said, ''The Coming Conflict With China'' usefully, if inadvertently, illuminates the extent to which American and Chinese complaints and fears constitute a mirror image of what alarms the other. The fact that China is seeking hegemony in Asia is presented as ominous, but the United States already enjoys such hegemony, in Asia and everywhere else. It is charged that China is building up a formidable military machine, but America's is already overwhelmingly formidable. Alarm is expressed that China can now strike at the American mainland, but the United States has long targeted nuclear missiles on China. And so on. The point is not that there is any kind of moral equivalence between the United States and China, but that we should recognize that the kinds of things that frighten and cause resentment in us might have similar effects on the Chinese. ....
