The explosion of a race car in Brainerd, Minnesota paints expressions of terror onto the faces of a United States senator and his staff watching from the grandstand. The senator's nephew dies a fiery death, and thus begins a series of hostile actions in the Borders Lake area of Minnesota and the city of Fargo, North Dakota. Tom Hastings property is within view of the senator's lake complex, and once again he is pulled into the world of greed and hard-striking criminals. He sees the senator's dock from his deck.
